Who should participate in the Visa Lottery?

Who should participate in the lottery?

An immigrant who applies for  the DV lottery must be "Admissible" at the time of applying and that of obtaining his/her Legal Permanent Residence.

The beneficiary of a lottery Visa Application must obtain Legal Residence with in the INS Fiscal Year 2002, which starts on October 1, 2001 and ends September 30, 2002.

(In 1996,Congress changed the meaning of "Entry" for every non-citizen to the United States to "Admissible".  "Entry" would consider the individual legally in the territory of the US and protected by the constitution. By changing the entry to "Admissible", an individual who is be admitted or allowed to enter the US. An immigrant or non-citizen who is currently residing in US, but is in violation of any US law is also considered "inadmissible" and  therefore is not allowed to remain in U.S. territory and subject to deportation.)

Citizens of every nation, excluding the natives of: China (excluding Hong Kong), India, The Philippines, Vietnam, South Korea, Poland, Great Britain (excluding Northern Ireland), Canada, Mexico, Haiti, Jamaica, El Salvador, Colombia, and the Dominican Republic.

Caution: By applying, or even by being selected, does not guarantee your legal residency. There have been several hundred cases of immigrants in the US that have met the criteria, were selected, and appplied on time with the INS. Because of  several reasons,FBI clearance, or mishandle by  INS. ect ...... ect, immigrants not processed within the fiscal year are now facing deportation.

Important: If you are undocumented, or might be undocumented in the fiscal year of 2002, DO NOT APPLY for the Lottery.
